If you mark the option "Email Teachers" then every teacher of the course should get an email when a student gets his certificate. We found that also all managers of the course category where the course is inside will get the messages for the teachers from certificate module. This must be a bug because the manager should be able to manage the course category and all courses inside but the manager should not get messages from the courses.
