We have the following potential use case:

• A new Moodle instance every academic year
• Continuous enrollments throughout the academic year

In this scenario we would need to configure both Moodle environments to use LMB with extract processing, but we would want to limit course creation to a given set of terms (e.g. we don't want 2016 courses appearing in the 2015 instance and vice-versa).
