The steps

• \behat_block_mhaairs::set_the_mhaairs_customer_number_and_shared_secret
• \behat_block_mhaairs::the_mhaairs_customer_number_and_shared_secret_are_set

require config variables in config php. If the variables do not exist, scenarios that contains these steps would fail. Throwing SkippedException would skip the scenarios without failure.
