Currently there is no way to stop people enrolled on a course being emailed by the quickmail block. Ideally you would want a permission for a role (such as external examiners) to not be included in the recipients list, and therefore not receive irrelevant quickmail when someone selects to email 'All Users' in a course.

block/quickmail:receivemail
