Grouping restrictions is not respected by the progress bar

When a teacher creates an activity with a grouping restriction, the progress bar does not seem to take it into account. When you log on as a student that is not in the designated grouping, the activity still appears in the progress bar block.

Testing instructions:

This test requires a group within a grouping with at least one student in it.

1. Create an assignment with a grouping restriction.
2. Log on with a student that is not in the designated grouping.
3. Find the restricted activity in the Progress bar block and click on it.
