Progress Bar doesn't accommodate assignment grading in the Gradebook

Users have reported that assignments that were graded in the Gradebook, rather than through the assignment interface, were now being judged as unmarked after recent changes to accommodate resubmissions.

An option for "graded" can be added to accommodate people grading through the Gradebook while preserving the marked option that will work for most people.
