Support the certificate module in the Mobile app

      Moodle 3.1 will support Moodle Mobile remote plugins, that means that contributed plugins including a Moodle Mobile app addon will work in the app.

      The Certificate module is widely used and it should be quite simply to add the required Web Services and changes to make it work in the Mobile app.
