Somehow a teacher can no longer notify students after he/she has finished grading submissions or reviews. Teachers receive emails when students submit their draft, review or final version. So notifications work only in one direction, i.e., from students to teachers.

1) Start with a fresh Dataform activity,
2) Apply the attached preset
3) Add groups
4) Make sure that there is a notification rule for grading submissions and for grading reviews
5) Grade submissions or reviews
6) Check a student account
7) (expected behavior) Student has received an email that the submission or review has been graded
8) (current behavior) Student does not receive any notification from a teacher
