Moodle 3.1.2+ (Build: 20161014)
mod_certificate 3.1 (Build: 2016052300)

I am having difficulty with the Certificate Module e-mailing Teachers and Others. On clicking Get Certificate an e-mail is being issued to the student correctly with a PDF copy of the certificate. However the Course teacher and nominated additional e-mail address fail to receive their e-mails.

• the Issue Options settings have "Email Teachers" set to Yes and "Email Others" set to a valid e-mail address. "Delivery" has been set to Email.

• the course currently has one Student and One Teacher. Full and correct e-mail addresses are set for both.

• Email notification of quiz submissions are successfully received by both Students and Teachers showing that the rest of the Moodle site appears to be working correctly.

• with Debug Email Sending enabled I can see when the Get Certificate is selected that the php script successfully e-mails the student, however there is no debugging entries the Teacher Email or Email to Others. This would suggest that the Certificate module is failing and not the communication with the php e-mailer.

• no errors are reported in the Site logs

• Similar issues have been listed for earlier versions of the Certificate Module in the Tracker, but the resolutions were for earlier versions that do not apply to this version of Moodle or Certificate module.

Any suggestions for rectification would be greatly appreciated
