A dataform is currently used by our college's inclusive learning team (not big users of Moodle) to receive information on students about specific assessment requirements e.g extra time.

The lecturers (big users of Moodle) fill in the dataform and attach a copy of the assessment to their entry.

The Inclusive learning team receive an email notification of the lecturer's entry, and yet the link to the file does not work since it is specific to the lecturer who made the attachment.

The inclusive learning team - as well as other service staff in the college - would often not need to login to Moodle but would make use of information placed there by lecturers or students. For example the inclusive learning team would then print out the email for their own records and the attached assessment could be quickly downloaded, printed and attached alongside without needing to login to Moodle, scroll through a large volume of entries and click on the file in question.

It would therefore be useful to have a new field type based on the file field, but that created an absolute path to the file that did not require a Moodle login to access.
