MOODLE_19_STABLE
At present, when a teacher writes in feedback for a question that a student has created, the feedback is only visible to the student if the teacher also gives that question a grade.
However, it may be that the teacher wants to give students another chance to improve a question, so only wants to give the student feedback without assigning a grade.
So, it would be great if a teacher could just type in feedback, click on the "Save all grades and feedback", and then have that feedback visible to the relevant students.
At the moment, the workaround is to give the question 0 (or any grade) and in the feedback make it clear that the students should attempt to improve the question.
Note: for students to be able to edit a question they have already created, CONTRIB-485 will need to be fixed
