-999 in text file download for empty responses in scale type questions

      Description

      Rank is set to -999 for scale type questions that have multiple possible answers and the respondent does not answer any. When using the "Download in text format" feature the resulting file has -999 for these question type responses instead of an empty value.

      To replicate:

      • Set up a questionnaire that has a scale with multiple possible answers.
      • Complete questionnaire without answering any questions.
      • Download in test format
