Completion Progress block does not show all activities with access restrictions

In a course where some resources or activities have access restrictions, these will (or won't) be shown in the Completion Progress block depending on how restrictions are set.

1.- When the resource or activity itself has one (or more) access restrictions, it will be shown in the block. I think it's OK.

2.- When the access restrictions are set for a topic containing some resources or activities (with no individual access restricions), these items won't be shown in the block until the student match the restrictions. I think it is not OK.

3.- Also in topics with access restrictions, when one of these resources or activities has access restricions by itself (individually), it's shown in the Completion Progress block. I think this is OK also.

Because of this, when a teacher uses the button "Overview of students", number of bars and percentage shown for every student are confusing.
