TurnItIn plugin requires "course creator" role

After much back and forth with the TurnItIn support folks, we were informed:

... recently the Moodle Community of admins requested the change to allow only a profile with the role of Course Creator enabled, the ability to use the Migration Block to import courses. 

This request was to align to Moodle's standard operation of the course creator profile to the Migration Block.

This does not seem to be a viable solution/idea – we absolutely do NOT want every faculty member to be able to create courses in Moodle willy-nilly, because it would have the extremely high chance of messing up the auto-enrollment processes we have set up in Moodle currently.

I'm curious if this was actually a statement from Moodle, or if TurnItIn is just making excuses?
