 When editing sections on courses formatted with Collapsed Topic, there are two gears for editing the section.
 
STEPS TO REPLICATE
 
1. Log onto to Moodle site
2. Navigate to the course. Ensure the course is using the course format Collapsed Topic.
3.  Turn on Editing in the course
4. View the sections in the course notice there are two gears that both edit the section.
 
OBSERVED BEHAVIOR:
 
When editing is turned there are two gears that are available for editing a section when the course is formated with collapsed topics.  Here is a screencast https://www.screencast.com/t/aWxFITHkt. This was tested using Clean, More, Boost and Snap themes.

Both gears are pointing the editsection.php url.
