Replace disabledIf with hideIf

Since Moodle 3.4, mform supports a hideIf feature which can be used in areas where disableIf was used before - see https://docs.moodle.org/dev/Form_API#hideif.28.29.

I propose to replace the usage of disabledIf with hideIf to improve the UI of the assignment settings.
