When no settings for recordings are editable, the recording section shows up empty

    Description

      When no settings for recordingare enabled for editing or when the recording is disabled, the recording section should not be even shown or should show a message saying that there are settings can not be edited.

      In the way it is right now is misleading the users to think that something is broken
