Add option for turning off sending notifications when recording ready feature

Latest BBB plugin installed (2019042008) used within a course with separate groups.  Create a new instance and leave send notifications deselected.  Change drop down for participant to user and add a user and click save.  Edit activity instance again, add participants is now showing "all users enrolled" and when you save this activity again, all of the users on the course get sent a notification.
