There is a bug in mod_bigbluebuttonbn 2.3.3 if BBB-activity uses "visible" or "separate" groups -setting administrator-role and manager-role cannot see the recordings at all.

in version 2.3.1 administrators still see the recodings when "visible" or "separate" groups are in use but manager-role doesn't. In the newest version 2.3.3 neither of the roles sees the recodings when groups are used.
