Questionnaire doesn't automatically create sections.

Tested with Moodle 3.5 & mod_questionnaire 3.5.4 (Build - 2019032100) (2018050109) and Moodle 3.9 & mod_questionnaire 3.8.3 (Build - 2020062400) (2020011508)

Steps to repeat:

1. Create questionnare with this guide (its also attached already):

2. Go to feedback-tab and notice how "feedback options" -menu doesn't have option 2 feedback sections and thus you cannot choose radar from the third menu on "chat type"-row.
