Description: 

When using the drag and drop qtype with images as the questions on a mobile browser (Chrome, samsung internet, Safari), you cannot get to add an answer to the last question, as the page will not scroll down to the last answer dropbox. See attached video replicated on Samsung 9+

Steps to replicate: 

1. Create a quiz,
2. Add a Drag and Drop matching qtype which uses images as the questions and text as the answers,
3. Log into site using mobile device and mobile browser (Samsung and IOS devices used, with Chrome, Safari, samsung internet browsers),
4. Attempt question.
   NOTE: You cannot drag answer to last questions answer area.

Observed behaviour: 

User unable to get to last question when large images are used as questions

Expected Behaviour:

User should be able to add answers to all questions
