      Description

Current Behat tests for the tool_certificate fail. MDL-66979 introduced some changes:

      Output

001 Scenario: Issue new certificate as manager without manage capability
And I press key "27" in the field "Select users to issue certificate to"
002 Scenario: Issue a certificate as admin, from the list of templates
And I press key "27" in the field "Select users to issue certificate to
003 Scenario: Edit element name on a certificate template
And I press key "13" in the field "New value for User field"
004 Scenario: Edit name of certificate template
And I press key "13" in the field "New value for Certificate 1"

All generate the same InvalidArgumentException: Key Down / Up events only make sense for modifier keys. in vendor/oleg-andreyev/mink-phpwebdriver/src/WebDriver.php:968
