Use course completion date, if present, instead of certificate issue date

      Description

      In a situation where a certificate is added to a course after some users have completed the course, the issued certificate lists the date the certificate was issued instead of the date the user completed the course. This can be confusing to the user.

      For example:

      • User A, a student, completes Course Baz on 2021-05-02 and stops going into that course (i.e. course last access of 2021-05-02).
      • User B, an instructor in Course Baz, decides on 2021-06-24 that a course completion certificate would be good, and so creates a certificate.
      • After the cronjob to issue the certificate runs, User A notices from his Certificate page a certificate for Course Baz.

      Current behavior

      • Viewing the Certificate for Course Baz, User A sees the issued date of 2021-06-24.

      Desired behavior

      • Viewing the Certificate for Course Baz, User A sees the issued date of 2021-05-02.
