Investigate adding AI/ML tool sets to allow content creators to leverage these when creating images and text based content.

This will likley be facilitated by a TinyMCE editor plugin. This would allow AI created or edited content to be easily accessible when making or editing content in various areas of Moodle.
The ability to leverage these capabilities would be managed by Moodles capability functionality

There may be an initial work required so the functionality can be enable/disabled for certain content areas and contexts. For example organisation may want to disable this functionality in the editor presented to students when taking a quiz.  This is related to the work in MDL-75330

Update

Based on investigation it has been decided to instead implement an AI susbsystem as outlined in IDEA-228 AI assisted content editing will be part of sub system functionality.
