Overview

The display of users suspended at the system level is inconsistent with users suspended at the course level.  This also causes problems where an instructor does not know the status of a student and can be confusing when reporting and managing students.

This has been a long standing issue but is very large, to make the behaviour consistent is non-trivial and has a lot of touch points.  

Objectives

• Review the terminology and use cases related to suspended users at a course and system level.  This is currently confusing for users
• Understand expected behaviours for each type of suspension by users and how that relates to each use case
• Ensure that all user lists in the system behave in a consistent and predicatable way in respect to suspended users
