Improve the way Moodle LMS processes Ad-hoc tasks, and add an option to the task API that will allow ad-hoc tasks to not retry upon failure.

These changes will give more flexibility with the way ad-hoc tasks are processed and retried. They will also give administrators more visibility of task failures.

Once these changes have been implemented they will provide the base for improving some reported issues.
