Overview

Moodle processes documents from several formats to PDF in a variety of places within the system.  These include Assignment submissions, HTML to PDF for certificates, and some other misc uses across the system.  UnCovn is the primarly libary, and it is both not suitable for use at scale and no longer under development by its maintainers and needs to be replaced.  PDF's that are currently produced also place some limitations on how they can be used within the system effectively.  

Objectives

• Review the current PDF usage across Moodle
• identify user needs in this space
• Define (one or more) solutions for the PDF use cases within the system
