In the site administration -> language editing the tab for language maintaining is gone. User only can work in the local folder. Is it a bug or a feature?

If it is a feature two questions:

• What is the best new process for translations?
• The edit help files process doesn't use the local language pack. It only uses the main lang/help process.

If anyone changes help files now he changes the php-files in the local package but the help files are edited in the main language package.

If anyone wants to change the en-utf8_help files he has to create a separate copy in the moodledata folder.
