Short Answer questions will not allow 0 as the sole answer.

When creating a short answer question with an answer of 0 moodle doesn't think any correct answers are given. The problem can be worked around by supplying a second answer of "zero", which allows the question to be saved and an answer of 0 or zero then works correctly when the student takes the quiz.
