Rounding errors on grader report for averages

      Description

      STEPS TO REPRODUCE:

      1. 5 students set up on test course.
      2. Students take 2 quizzes
      3. View grader report with averages. Column averages are correct to 2dp.
      Preference settings:
      General -
      grade display type - percentage
      grades selected for averages - all grades
      Special rows -
      decimals in col averages = sire default (2)

      4. Amend prefences
      Special rows -
      decimals in column averages = 0
      Unexpected rounding observed when changed to 0dp. 44.5% becomes 50%. 56.67% becomes 50%.

      5. Strange rounding also occurs with changes to the following preferences
      General -
      grades selected for averages - non-empty grades
      For the same example, 55.54% becomes 50%. 70.83% becomes 67%.

      SUMMARY
      Rounding to 0dp for averages is not correct.
