Description

to reproduce error on a Moodle 1.9 site
(3) set Site -> Server -> Debugging to "DEVELOPER" level
(4) visit any page course
(5) click on "Participants" link in "People" block

URL looks like:
http://myserver.com/moodle/user/index.php?contextid=10

For now, I replaced "moodle/user:assign" with "moodle/role:assign", but I don't know if this what was intended.
