Deleting a mnet peer leaves its users in the database - no way to delete them all afterwards

      Description

      Deleting a mnet host (ie, it is deleted in mnet_host table) does not remove or even mark as deleted any of its remote users in the mdl_user table. This breaks stuff - in particular backup will create files that cannot be restored.
