Some bugs in bulk messaging

    Description

      1. If I translate button "Preview" to russian or other language with cyrillic symbols I can't see page "HTML Format Preview". I press translated button "Preview" but always see only edit page. If don't translate this button all works fine.
      2. On page "HTML Format Preview" I can't translate buttons "Send" and "Edit"
      3. On all bulk messaging pages link in navbar to course shortname inactive.
