Tabs: current tab is still a link

      Description

      When Moodle prints tabs, the current tab is shown as a link <a href="#">. (There is no associated JavaScript; it just doesn't do anything.) This is poor practice because it puts an extra link in the tab order, and is generally confusing; we had a request to fix it as part of accessibility report.

      Because themes depend on the <a>, I propose to fix as follows:

      1) Change to <a class="nolink"> . This makes it not be a link.

      2) Because IE still underlines this when you hover over it, add a rule to standard theme
