Add an Add New Category button to the Add/Edit Courses page

Using MOODLE_19_BETA that Martin updated yesterday (Oct 10, 2007).

I noticed that if you are on the Add/Edit Courses page with Editing turned ON, there is an Add Sub-Category button, but no Add New Category button. It would be nice to have a button or link that allowed you to easily add a new category from this page... it would save a whole bunch of clicks!!

Also, if you turn Editing OFF, then you can not add or edit categories at all. Is this expected behaviour?
