The xml-rpc env check doesn't exist. And it's a bit annoying to see the environmental page saying that everything is ok and then, when trying to perform any MoodleNet operation (adding peers, enablig things...) to get one:

"You must have xml-rpc enabled in your PHP build to use this feature"

message.

I +1 to add that env check to the env stuff. Should be really easy (and spread it to all the branches >= 1.8).
