Some oddities upgrading from 1.8.3 to 1.9

      Description

      Hi, I'm trying to upgrade one site running 1.8.3 to current 19_STABLE and I'm getting some oddities.

      1) First of all when I upgrade code to 19_STABLE I get this message in the main page:

      Fatal error: Call to a member function FetchRow() on a non-object in /Users/stronk7/cvs_moodle/moodle_19_stable/lib/dmllib.php on line 814

      2) I ignore it and go to the admin/index.php and the upgrade process starts ok.

      3) After finishing the main upgrade (that seems to en without errors) I'm redirected to admin/upgradesettings.php? but I get one page with the "access denied" red box.

      4) If then I log in, the process seems to continue but Moodle never asks me about login.

      NOTE that in 2) if I login, instead of going to the admin/index.php, the behaviour is exactly the same, i.e. I get the "access denied" page and being logged in!
