While working on the new version of german Handbook for Administration and Installation I saw that there are serveral very good functions and principles in the website administration taht are used in some places but not consequent for all features.

Here are this very interesting features:

• defining default settings for activities are available for forum, quiz, ressources and in parts for SCORM or parts of the gradebook
• defining settings as standard or advanced (available in gradebook and quiz)

These functionalities should be also available for all settings of

• course settings
• activities
• arrangement of blocks in new courses (only available as $CFG definition in config.php)

Thinking about usability the procedures should be the same for similar types of activities.
