Workshop module should be disabled by default

The workshop module is effectively unmaintained as we wait for Peerlight to mature.

Unfortunately workshop has heaps of issues that make it nearly unusable.

It should be disabled by default in new and upgraded installations where it isn't used yet (like Journal and Exercise).
