On a test course... I did this...

(1) Delete "News Forum" (It deletes correctly)...
(2) Delete "Latest News block" (It deletes correctly)...

Hey presto... the News Forum re-appears...

MDL-26707 missing News forum - it doesn't appear if latest news block is missing in new courses
