Similar issue, but some students are able to upload a profile picture successfully while others are not. Administrators, Course Creators, and Teachers seem to be able to upload photos as well. There is no error message. They select a photo, and when they save, they are returned to their profile with no change. Either the profile placeholder image remains, or the previous picture. Not a size issue as we have them uploading small images. Using version 1.9.7+ Build 20091223. There appear to be others with this issue or similar. Here student users are able to upload and display profile pictures but the Administrator or Course Creator cannot. I've checked and unchecked the slash dot argrument and verified that Admin>Security allows users to change is enabled. Our problem arose after an upgrade to 1.9.7. The Admin and CC had profile pictures that displayed after the upgrade, but each used the delete option prior to selecting an alternate image. Now only the Moodle default image will appear for them even though the image upload process appears to work.

One other thing, I'm not seeing any images in the moodledata/user/0 folder or its subfolder even though three users have profile images that do display.

Update: I discovered that the Administrator's profile image jpgs were in \moodledata\user\0\2 even though they would not display. (I had been looking in a phantom moodledata folder in the Moodle directory). I deleted the jpgs from the real \moodledata\user\0\2 folder. Then I was able to upload a new profile image through Moodle's Edit Profile interface and have the image display successfully. The key seemed to be deleting the existing image directly from the folder because the Edit Profile screen showed Current Picture as None so offered no Delete function.

Another thing i've noticed is that in order to change to a different profile image for any user, I have to Edit Profile, Delete the existing image, Update Profile, Edit Profile again to upload the new image, Update Profile, and then reload/refresh the Profile screen to display the new image.

Hope this info helps someone along the way. Thanks to all who have taken the time to document their experiences. I've certainly benefitted from your efforts.

We've got the same problem. After changing the picture within the Edit Profile site and submitting it, the picture changes only if you reload the site you were redirected to!

This is still a problem in Moodle 2 - it seems that although most pages are automatically served as the latest view, the profile page and subsequent page following editing are not the latest versions but the cached versions? Still need to refresh to see changes to the profile pic.
Any reason why these profile pages behave differently to other edited pages in Moodle?
        Thanks,
        jim
