Make unlock icon non-clickeable for grades whose grade item is locked

When a grade item is locked, its grades still have a clickable "unlock" icon, in editing mode. However, it doesn't work. I suggest (and Petr concurs) that we remove the <a> tags around this icon, and gray it out to show that it's a "state icon". The tooltips can be updated also.
