Forms Library date time selector should allow the use of non military time, am and pm as select options

      Description

      The forms library date time selector type only allows military time to be chosen. This isn't always intuitive to the user how to set the time. it would be useful to allow date time selectors to be set to use non military time with 12 hour intervals and am or pm. It would also be useful to have a site wide setting to change all forms library date time selector elements to use am and pm in their time and only 12 hour intervals.

        Rather than a site-wide setting, I think the display of the date and time selector should rely on the end-user's selected language (i.e., language/country pack like 'en_us'). This way, the display is consistent with the predominate date and time format in the language/country that the end-user is from (and so a single instance of Moodle delivered internationally will simultaneously meet the needs of end-users in regions that use different date and time formats).
