Firstly I can't really tell what the purpose of this email is but it seems to go out to all the wrong people. We had a site defined Course Creator who was getting emails from all the Feedback activities on the site. This doesn't seem particularly well thought out as teachers assume that turning the email on will send an email to them. It actually causes a lot of grief.
Possibly the answer is to define a capability for this and/or provide a site-wide setting to disable email altogether.
