          make_upload_directory() in moodlelib.php

          It has the advantage of doing the whole directory in one step. It also uses chown as a follow up which helps on some servers.

          Now in CVS. Removed backup/lib.php dependency.

          Perhaps some parts of the backup/restore processes can be modified to use the core make_upload_directory() function instead of the current check_dir_exists() one. Ok?
