restore error: moodle.xml not at root level

When restoring abackup made on the same machine I get the error 'Error checking backup file. moodle.xml not found at root level of zip file.'

The version I am using is the latest from moodle head. I'm pretty sure it was working fine a few weeks ago. My guess is that the path to the xml is incorrect at some point since the backup zips are in the correct place and when unzipped the moodle.xml file is in the root folder. It could also be that when the backup is unzipped to the temp folder that this path gets lost or overwritten and thus the restore process cannot find the xml file.
