Allow instructors to restrict quiz delivery to particular testing centers (easier setting of IP restrictions)

Conventional quizzing tools allow instructors to restrict test taking to particular IPs. However, instructors can never remember the list of IPs that testing centers use. So instead we have a feature that allows the instructor to target particular testing centers by simply selecting the testing centers from a list. (See the attached screenshot that shows how we do it with our homegrown testing tool).
