SCORM Format Enter button opens new window

      If a SCORM activity has the Display package set to New Window then the Enter button incorrectly opens a new browser window for player.php.

      To correct this we made an edit to line 571 in mod/scorm/locallib.php to remove the condition checking $scorm->popup.
