Finer management for messaging

      Description

      Greater flexibility for messaging would be a useful improvement. With the current messaging system, users can either message anyone within the site, or nobody within the site, depending on http://docs.moodle.org/en/Capabilities/moodle/site:sendmessage being set. In the search box in the messaging popup, there is:

      Search for a person
      Name [_________]
      [_] Only in my courses <--- That box

      But this is optional. I would like to see:

      • Greater control over who can message who (ie. Role based restrictions or forcing students to ONLY message those within their course)
      • An administrator feature to view messages sent by users, to aid in tracking down bullying or misuse of the system
      • Mutual friends list, so users have to add each other to their contact list before they can communicate (optional)
      • Control over what features are initially ticked in the Settings tab on the messages popup.

      For now, I'll rely on hacking my own source, but in the interest of future compatibility, these features built in would be fantastic for situations where you like messaging, but don't like the idea of spamming / bullying of students with no way to find out who is responsible
