get_site_users obsolete

      Description

      The function get_site_users returns all users that are students, teachers or admins. This distinguishes it from get_users which returns all users. It is used only in three places:

      in forum/lib in forum_subscribed_users() where it means that not all site users are subscribed, which I think is not intuitive, see http://moodle.org/mod/forum/discuss.php?d=10933

      in course/lib in print_recent_selector_form() and in print_log_selector_form where it means that you can't select everyone's site activity and logs, which again is bad.

      I would like to replace get_site_users by get_users and then get rid of it in lib/datalib.php. Do I have your permission?
